A saw that there are already many answers to your question, so I just want to add that it is really good idea to call a friend in such situation, especially if your friend is a cop. Most of the police officers are not familiar with all the laws and if you don't argue with them they will fine you. Moreover if you don't speak Bulgarian, you should definitely call someone. This reminds me of a situation a few years ago, when I was pulled by a police car and they wanted to arrest me. They claimed that my driving license is fake because I had A1 category (for motorcycle up to 125cc) on the age of 17. So I was explaining them for more than half an hour, but they still wanted to arrest me. Finally I took their book from their car, I found that I have the right to own this category, and that my driving license is not fake. Finally they said that may be I am right and they called for backup, so that their colleagues explained them that everything is OK. In the end the cop did not even apologize and just said that "probably this is some new law from the past 5 years, because he don't know it". So, taking in consideration that 5 years ago there was probably no law for ATVs you should definitely be able to argue with them all the time. It's sad and funny in the same time
