Sad story....but it quite well pinpointed how to spot the old tires. Here in Philadelphia people don't bother at all to put on winter tires...I've talked to a bunch who just think that as long as there's not a reasonably BIG amount of snow, there's no need to use winter tires. Man....it get's really scary to be a pedestrian during the winter. You see those trucks skidding before you as you cross the street. Also because they don't have seasonal changes of tires, people rarely notice how worn their tires are before an accident actually happens.
Regarding the tires' issue, I think that the majority of bulgarian drivers are way more educated than those suiciders here.

They do this everywhere, not only in Bulgaria, not only in Belgium...

I heard (but I don't know it if's true) there's a rule for tires in Denmark called 4-4-4:
4 mm thread minimum
4 years of age maximum
4 the same tires

Ok, only the first one is valid in Bulgaria, but I've never seen or heard someone to sell or buy 10 or 15 years old tires as new there ...

Did you say 4mm tread is valid in Bulgaria ???

EU law requires 1,6 mm, as does Bulgaria
...but before winter last year, they told on the news, this was only for the driven wheels. And most rules aren't really rules here...

4 mm for winter tires. For summer I think, there is no change-1,6 mm as everywhere. And don't regret that in BG the rules are dodged somethimes ... In Western Europe the life of the common people is all rules and restrictions and I don't think they have more fun than we do.

I'm running all most 13 y. old tyres
with no objections from the law enforcements because of my muddy thread.
My brakes suck, and nevertheless, just a few hours ago I was (ones again) hit by a van from behind ??

I agree on you, but to continue on the crash thing....
Yesterday, I heard of the 3th killing crash, this year only, with people I know. On top of that, the new year was announced with a suicide....
I don't know on the fun place... Bulgaria sure is a place of extremes... live and die
